If you have sold, purchased, gifted, or otherwise changed ownership of a recreational sailboat, you may need to complete a sailboat pleasure craft licence transfer. In Canada, a Pleasure Craft Licence is associated with a pleasure craft and must be updated when ownership changes.
To transfer a PCL, the new owner must submit the required information and application through the appropriate licensing process.
When a Sailboat Pleasure Craft Licence Transfer May Be Required
A sailboat pleasure craft licence transfer is generally necessary whenever ownership of a sailboat changes hands. The licensing information associated with the boat should reflect current ownership details so that records remain accurate.
Common situations that may require a transfer include:
- Purchasing a previously owned sailboat
- Receiving a sailboat as a gift
- Acquiring a boat through inheritance
- Buying a sailboat from a private seller
- Transferring ownership between family members
- Receiving ownership through a legal settlement
A Pleasure Craft Licence identifies a recreational boat and helps authorities connect a boat with its owner when necessary. Keeping information current can help avoid complications later.
What Is a Pleasure Craft Licence?
A Pleasure Craft Licence is issued for eligible recreational boats in Canada that meet applicable licensing requirements. The licence number is displayed on the boat and serves as a means of identification.
A licence is different from registration in Canada’s Small Vessel Register. These are separate programs with different purposes and requirements. Boat owners should ensure they are pursuing the process that applies to their particular circumstances.
For many recreational sailboats, a licence may be required if the boat is equipped with a motor of a specified power level. Boat owners should review current requirements to determine whether licensing applies to their craft.
Pleasure Craft Licence Transfer and Ownership Changes
A Pleasure Craft Licence Transfer is designed to update licensing records after a change in ownership.
During a transfer, information that may be updated includes:
- Name of the new owner
- Contact details
- Ownership information
- Details relating to the licensed boat
The objective is to ensure that licensing records accurately reflect the current owner rather than a previous individual or organization.
Information Often Needed for a Transfer
Although requirements can vary depending on the circumstances, applicants are generally expected to provide information relating to both the boat and the ownership change.
Examples may include:
- Current licence information
- Details about the sailboat
- New owner information
- Previous owner information
- Evidence of ownership transfer
- Supporting information requested by authorities
Before submitting an application, it can be helpful to review all details for accuracy. Errors or omissions may result in delays while information is clarified.
At Canadian Vessel Registry, our online portal allows applicants to access the appropriate forms from one convenient location.
Legal Requirements Related to Boat Licensing
Canadian boat owners should be aware that sailboat pleasure craft licence requirements are governed by federal law. Relevant provisions can be found within the Canada Shipping Act and related regulations.
Boat owners should always ensure that information provided to authorities is accurate and current. When ownership changes occur, updating licensing records may be necessary to remain compliant with applicable requirements.
Situations That Can Affect Licensing Records
Several events may trigger updates to licensing information, including:
- Sale of a boat
- Change of address
- Change of owner name
- Correction of inaccurate information
- Transfer between individuals
- Transfer involving multiple owners
Maintaining accurate records can help reduce confusion if licensing information is reviewed in the future.

Common Questions About Sailboat Licensing
Does every sailboat require a licence?
Not necessarily. Sailboat pleasure craft licence requirements depend on factors such as the characteristics of the boat and whether it falls within applicable licensing rules. Boat owners should review current regulations to determine whether their craft requires a licence.
Can ownership be transferred without updating the licence?
A change in ownership generally means records should be updated so that the licence reflects the current owner. Failing to update information may create issues if the boat’s records need to be referenced later.
Can multiple people own a licensed sailboat?
In some situations, multiple owners may be associated with a boat. The specific information required will depend on the circumstances of the ownership arrangement and the applicable licensing requirements.
How long does a transfer process take?
Processing times can vary based on application volume, completeness of submitted information, and other administrative factors. Accurate submissions may help reduce unnecessary delays.

Choosing the Correct Licensing Service for Your Situation
