To know how to transfer boat ownership in Ontario, you first must know whether your boat has a pleasure craft licence or has been registered with Transport Canada.
If the boat already has a Pleasure Craft Licence, the buyer needs to have that licence transferred into their name before operating the boat. Transport Canada currently requires the transfer to be completed within 30 days of the ownership change.
This federal licensing process is separate from provincial requirements that may apply to the boat, trailer, or taxes associated with the purchase. A Pleasure Craft Licence is primarily an identification document for qualifying recreational boats. It is not proof of ownership. Transport Canada specifically distinguishes the licence from ownership documentation.
For Ontario buyers, that means keeping the different responsibilities separate:
- Transport Canada handles the federal Pleasure Craft Licence program.
- Ontario handles applicable provincial tax and trailer-related requirements.
- Ownership is supported by documents showing the transaction between the seller and buyer.
- A boat that is federally registered follows a different documentation process from one that simply has a Pleasure Craft Licence.
- Our online portal provides forms for several Transport Canada documentation services, including Pleasure Craft Licence transfers.
When a buyer knows which federal process applies, it becomes easier to select the appropriate form instead of treating every type of Canadian boat documentation as interchangeable.
What the 30-Day Requirement Means
The 30-day period is particularly relevant after a purchase. Transport Canada states that someone acquiring a pleasure craft with an existing Canadian Pleasure Craft Licence must transfer the licence into their name within 30 days of the ownership change.
The current Pleasure Craft Licence program also includes updated validity and fee rules. New, transferred, and renewed licences are now valid for five years, and Transport Canada has introduced a fee for several licensing services.
Our role is to make the application side more convenient. We provide the applicable forms through our online portal so you can enter your information and submit the requested documentation for processing.
Selecting the Correct Federal Boat Documentation Process
One of the easiest ways to create confusion after purchasing a boat is to assume that every federal documentation program works the same way. It does not.
A Pleasure Craft Licence is used for qualifying recreational boats. Federal registration is a separate status with different eligibility rules, documentation, and purposes. For example, registered boats can have ownership information recorded in the Canadian Register of Vessels, while a Pleasure Craft Licence provides a unique identification number for a qualifying pleasure craft.
If your boat is already licensed for recreational use, the appropriate application is generally a transfer of that existing licence. If the boat is registered, a different ownership process may apply.
Our portal includes separate forms for:
- Transfer of a Pleasure Craft Licence
- New Pleasure Craft Licence
- Pleasure Craft Licence renewal
- Pleasure Craft Licence updates
- Small commercial boat registration services
- Canadian vessel registration services
- Registered boat ownership transfers
This distinction is important because our registration transfer form cannot be used to transfer ownership of a pleasure craft that is only licensed. Our available forms identify these services separately.
Reviewing the Boat’s Existing Identification
Before submitting an application, review the information associated with the boat. The existing Pleasure Craft Licence number is particularly useful when transferring an existing licence.
Transport Canada also requires information that identifies the boat and supports the ownership change. Its current requirements include proof of ownership, government-issued identification for the owners, and a photograph of the pleasure craft.
Useful information to review includes:
- Existing Pleasure Craft Licence number
- Hull Identification Number, when available
- Make and model
- Boat description
- New owner’s name and contact information
- Seller’s information shown on the ownership paperwork
- Information identifying the boat in the transaction
The ownership paperwork should correspond with the boat being transferred. Transport Canada indicates that acceptable proof can include bills of sale, wills and bequests, court judgments, separation or divorce agreements, signed ownership-transfer agreements, and declarations under oath, depending on the circumstances.
Using the Required Ownership Information for the Application
The next stage in learning how to transfer boat ownership in Ontario is using the information from the transaction in the appropriate federal application.
A boat bill of sale can be one form of proof of ownership, but it is not the only document that may qualify. Transport Canada looks for information that identifies the seller, buyer, and pleasure craft. Its current guidance states that proof of ownership should include the seller’s name, address, and signature, the new owner’s name and signature, and a description of the pleasure craft.
The paperwork may also include:
- Make and model
- Colour
- Hull identification number, if available
- Existing Pleasure Craft Licence number
- Names of all applicable owners
- Signatures required for the transaction
If ownership comes through an inheritance or another non-sale situation, different proof may apply. A declaration under oath may be used when other ownership evidence is unavailable or in certain other circumstances.
We do not replace or create the underlying ownership evidence. Our service provides the applicable federal forms and an online method for submitting your application information and documentation.
Keeping Provincial Requirements Separate From Federal Licensing
Ontario buyers may also have provincial responsibilities following a boat purchase. These should not be confused with the federal Pleasure Craft Licence process.
For example, the tax treatment of a used boat purchase and requirements associated with a boat trailer are separate matters from transferring a federal Pleasure Craft Licence. A trailer that will be operated on Ontario roads has its own provincial registration and permit requirements.
When handling the purchase, keep separate records for:
- The boat purchase price
- Any applicable Ontario tax
- The value attributed to the trailer
- Trailer ownership and permit information
- Federal Pleasure Craft Licence information
- Ownership documentation
Separating these items can make it easier to determine which agency or process applies to each part of the transaction. Our service is focused on the federal boat documentation side, including forms for Pleasure Craft Licence services and other Transport Canada documentation. We do not replace provincial services.
Ontario Trailer and Tax Matters
A trailer is not transferred through the federal Pleasure Craft Licence program. If a boat was purchased with a trailer, the trailer may require its own Ontario transaction through the appropriate provincial channel.
The same principle applies to applicable sales taxes. Provincial tax obligations are distinct from the federal licensing application.
Keeping these matters separate can prevent a buyer from assuming that completing one transfer automatically completes every administrative requirement associated with the purchase.
Submitting a Pleasure Craft Licence Application Through Our Portal
Once you have the information required for your application, our online portal provides a convenient way to access the applicable form.
For someone researching how to transfer boat ownership in Ontario, the process through our service can be approached as a straightforward documentation submission:

It also provides authorization for National Vessel Registry Center Corp. to apply for the Pleasure Craft Licence on the applicant’s behalf.
We make the forms available online; Transport Canada remains the federal authority responsible for the licensing program and processing of the application.
What Happens After Submission
After submitting an application, Transport Canada reviews the application and supporting information. If something is missing, Transport Canada may request additional documentation. For online applications, Transport Canada states that missing documents must be supplied within 90 days or the application can be automatically rejected.
Transport Canada also currently lists a service standard of issuing a transferred Pleasure Craft Licence within five business days after receiving a complete application.
This is why entering accurate information and providing the requested documentation is important before submitting an application.
Knowing When a Different Transfer Form Applies
Not every ownership change belongs in the Pleasure Craft Licence system.
For a federally registered boat, a different ownership-transfer process may apply. The Canada Shipping Act, 2001 contains provisions addressing registration, ownership, and transfers, including provisions within Part 2 concerning transfers of registered boats and shares.
Our portal keeps these options distinct. Depending on the boat and its federal status, available services include:
- Pleasure Craft Licence transfer
- Registered boat ownership transfer
- Small commercial boat ownership transfer
- First-time registration
- Registration renewal
- Other applicable Transport Canada documentation services
For example, a Small Vessel Register transfer belongs to the small commercial registration process and should not be treated as a Pleasure Craft Licence transfer. Our website lists these as separate categories of forms.
Likewise, boat registration is not interchangeable with pleasure craft licencing. A registered boat and a licensed pleasure craft can be subject to different federal requirements.
Checking the Boat’s Federal Status Before Applying
If you are unsure which form applies, start by identifying whether the boat has a Pleasure Craft Licence or is federally registered.
Consider:
- Is the boat being used recreationally?
- Does it already have a Pleasure Craft Licence?
- Is it recorded in the Canadian Register of Vessels?
- Is it a small commercial boat subject to registration requirements?
- Are you transferring an existing federal document or applying for a new one?
The answer can determine which application belongs with the transaction. Our online portal provides separate forms so applicants can select the service that corresponds to their boat’s federal documentation status.

Completing the Transfer With the Right Federal Form
To properly transfer boat ownership in Ontario, first start with identifying the boat’s federal documentation status and then selecting the corresponding application. For a qualifying recreational boat with an existing Pleasure Craft Licence, the buyer must transfer that licence into their name within 30 days of the ownership change.
At National Vessel Registry Center Corp., we make the relevant forms available through our online portal so you can submit the information required for the federal documentation service you need.
If your purchase involves an existing Pleasure Craft Licence, our transfer form provides a direct way to submit the application for processing rather than searching for the appropriate form elsewhere.
For Ontario boat buyers, using the correct federal application and keeping it separate from provincial requirements can make the ownership-change process much easier to manage.
